CABARRUS COUNTY <br />* <br />REGULAR <br />NOVEMBER 16, 2015 <br />1 <br />AGENDA CATEGORY: <br />Consent Agenda <br />SUBJECT: <br />County Manager - Convert 33 Active Living and Parks Positions <br />(9104) into 5 Seasonal Positions (9117) for Administrative Simplicity <br />BRIEF SUMMARY: <br />The County has 33 positions budgeted at various full time equivalents <br />(FTE) ranging from .08 to .35. These positions include: 1 senior <br />counselor, 1 field supervisor, 6 rangers, 10 recreation facility operators, <br />and 13 counselors totaling $124,461 to operate the parks programs from <br />spring through early fall. <br />The drawback of this method is the lack of flexibility in scheduling staff <br />based on need versus FTE budget per staff member. By converting the <br />staff to seasonal, flexibility in scheduling will be obtained without <br />exceeding total budgeted dollars because the staff will be rolled into types <br />of jobs with dollar limits versus individual hour limits at no additional cost. <br />This will also reduce turnover and paperwork in Human Resources. A <br />memo from Active Living and Parks is attached. <br />REQUESTED ACTION: <br />Motion to authorize Human Resources to convert the specified 33 <br />positions from 9104 to 5 positions in 9117 and authorize the Finance <br />Director to transfer the salaries between the two line items. <br />EXPECTED LENGTH OF PRESENTATION: <br />SUBMITTED BY: <br />Pamela S.
