Coborrus County Transit System <br />fare increase in at least ten years. <br />Finol Report — September 2015 <br />CCTS contracting agencies are billed based on the cost per passenger trip, as determined in <br />the annual operating statistics (Op Stats) provided to NCDOT. Based on CCTS's FY 2014 <br />Op Stats Vital Signs Measures, Cost per Total Passenger Trips was $17.13. Medicaid trips <br />are billed per mile and the current rate is $2.92 per mile. Consistent with the inputs to the <br />ROAP Application for FY 2015, CCTS is proposing to bill $17.13 per passenger throughout <br />FY 2015. Both rates are in line with costs calculations from the Fully Allocated Cost Model <br />(FACM). <br />Marketing Campaign <br />CCTS actively markets its services in a variety of ways: <br />• The CCTS name and logo are on the vehicles. <br />• CCTS attends community events such as festivals and fairs to increase awareness of <br />their services. CCTS also participated in a series of six meetings across the county <br />last year where they, along with other county departments, explained the services <br />available to Cabarrus County residents. <br />• The agency developed a brochure that they hand out to market their services. <br />• CCTS maintains a website within the County Government website that can be <br />accessed from the county homepage. <br />CCTS typically spends an average of 0.5 percent of its annual revenue on marketing, or an <br />average of $7,000 a year. This amount should be augmented to advertise any new serves <br />proposed for implementation via the CTSP. <br />Identified Service Gaps — Locally Coordinated Plan <br />The first LCP was drafted in 2006 and was updated in 2008. It has not been updated since <br />that time. The plan produced many creative ideas including the plan to serve Harrisburg, <br />Midland and Mt. Pleasant via a deviated fixed route bus service. This plan was <br />implemented and the service ran until June 30, 2014. This is an example of what can be <br />achieved by the collaboration of citizens, public officials, advocacy groups, transit operators, <br />other local transportation providers, and human service agencies.
