The TDI uses data from the American Community Survey <br />(ACS) five -year estimates to analyze socio- economic characteristics at the block group level. <br />The socio- economic characteristics considered in the analysis include population density, <br />households with no vehicles, older adult population, youth population, disabled population, <br />and population below poverty level. Scores from the TDI range from 0 to 100, with a higher <br />score indicating an area where a large number of transit - dependent persons are present in <br />an area with a high population density. <br />The TDI scores for block groups in Cabarrus County are shown in Figure 4. Block groups <br />with higher TDI scores are concentrated around the urban areas of Concord and <br />Kannapolis, while block groups in the more rural areas of the county have lower TDI scores. <br />CCTS currently receives funding to provide transportation for older adults, people with <br />disabilities, and low- income individuals throughout Cabarrus County (including urban <br />areas) that are qualified for assistance through human service agencies. However, CCTS <br />does not currently receive funding to provide general public transportation within <br />urbanized areas of the county, including areas of the county with the highest TDI scores. <br />The urban areas of Kannapolis and Concord are served by CK Rider, but there are <br />additional urban areas, primarily south and west of Concord, that are not currently served <br />by CK Rider. Therefore, there is a service provision gap for transit - dependent people that <br />do not quality for transportation through a human service agency, but live in urbanized <br />areas of the county that are not served by CK Rider.
