Mecklenburg County Transportation has no formal cooperative agreement <br />with CATS but does substantial coordination through the multi- county Charlotte Regional <br />Alliance for Transportation (CRAFT). CRAFT is an association of MPOs and RPOs created <br />by Centralina Council of Governments (CLOG) in 1999 as a forum that addresses <br />significant common regional issues /concerns and provides an educational forum in the <br />Charlotte region. <br />2.7 SUMMARY OF STUDY AREA EVALUATION <br />The preceding evaluation of the CCTS service area, including demographics, commuting <br />patterns, trip origins and destinations, and other available transit services, was conducted <br />to identify areas that are currently not served or underserved by the transit system, as well <br />as areas that may represent transit service growth opportunities. CCTS service is provided <br />to eligible county residents on a demand - responsive basis to requested locations throughout <br />the county, and to medical destinations outside of the county. CCTS only provides general <br />public transportation services to rural areas of the county. Based on this service plan, <br />there are no areas in Cabarrus County that are not served by CCTS for eligible older <br />adults, persons with disabilities, and clients of human service agencies. However, there are <br />portions of the county that are classified as urban where CCTS cannot provide general <br />public transportation using current funding sources, even though these areas are not <br />currently served by the urban transit system (CK Rider). <br />Based on an evaluation of the service area characteristics, transit service appears to be <br />available to most areas that exhibit the highest demand for transit. These areas are <br />generally located within the cities of Concord and Kannapolis. The area southwest of <br />Concord, including the Town of Harrisburg, was identified as a potentially underserved <br />area. This area is part of the expanded urbanized area from the 2010 Census and is not <br />currently served by CK Rider. Based on current funding, CCTS provides transportation in <br />this area for eligible older adults, persons with disabilities, and clients of human service <br />agencies, but no general public transportation is provided in this area. <br />Attachment number 1 \n <br />F -3 Page 99 <br />
