Coborrus County Transportation Services Finol Report — September 2015 <br />3. FUNDING AND FINANCIAL MANAGEMENT <br />This section describes CCTS revenue sources, expenditures, and fare structure and <br />concludes with a financial assessment. <br />3.1 REVENUE SOURCES <br />CCTS revenue comes from a variety of federal, state, and local sources. As a public <br />transportation agency for Cabarrus County, CCTS is the designated recipient for federal <br />Section 5311 (Community Transportation Program) funds. Under the FTA Section 5311 <br />program, CCTS receives administrative and capital funds. CCTS also received federal <br />Section 5310 (Elderly and Disabled Transportation Assistance Program or EDTAP) and <br />federal Section 5316 (Job Access /Reverse Commute <br />or JARC) funds until June 30, 2014. The JARC <br />tis Links service connected the outlying communities <br />of Midland, Mount Pleasant and Harrisburg prior <br />to the loss of funding. Since much of the area that <br />CCTS was serving with these funds in now classified as urban, there is not enough <br />ridership in the remaining rural areas to justify these funds. <br />As discussed in Section 2.2, the urbanized area of Cabarrus County has grown <br />substantially. This will cause changes in CCTS's grant funding. CCTS currently receives <br />funding under the federal Section 5311 program, which is designated for rural areas. The <br />portions of the county currently served by CCTS that are now included in the expanded <br />urban area will no longer be eligible for 5311 funds; transit in these areas is now eligible for <br />federal Section 5307 funding for urbanized areas. Applying for and allocating Section 5307 <br />funds will require coordination between the Cabarrus -Rowan Metropolitan Planning <br />Organization (MPO), COTS, and CK Rider (the only transit operator in the county currently <br />receiving federal Section 5307 funding). CCTS has considered applying for Section 5307 <br />funding but the MPO remains reluctant to consider this proposal. Beginning in FY 2016, <br />Cabarrus County may see a reduction in Section 5311 funding. The reduction in Section <br />5311 funding will be dependent upon how the State decides to supplement the federal 5311 <br />funds in urban areas. <br />From the NCDOT, CCTS receives State Rural Operating Assistance Program (ROAP) <br />funds, which include the Elderly and Disabled Transportation Assistance Program <br />(EDTAP), Rural General Public (RGP) funds, and the Employment Transportation <br />Assistance Program (ETAP). CCTS is also currently receiving funding from a state Home <br />and Community Care Block Grant (HCCBG). <br />Attachment number 1 \n <br />F -3 Page 101 <br />
