Mecklenburg County <br />Union County <br />Cabarrus County <br />Each of the Initial Member Entities already has a Radio Service Agreement with the <br />Operator. <br />5. Authority of the Regional Radio Advisory Council. The Regional Radio Advisory <br />Council has the authority to (a) guide the strategic growth and development of the Regional <br />Radio System; (b) establish regional performance and technical standards for the Regional <br />Radio System, (c) establish interoperability processes and procedures, and (d) provide a <br />formal governance structure for ongoing oversight and administration. The Advisory <br />Council will: <br />5.1. Develop and approve system -wide policies, protocols, procedures, strategies and goals <br />relating to use of the Regional Radio System. <br />5.2. Develop system -wide practices that achieve the purpose of the policies, protocols, <br />procedures, strategies and/or goals established by the Advisory Council for the Regional <br />Radio System. All radio practices will: <br />i. Define the scope and boundaries of the practice. <br />ii. Define roles and responsibilities of practice stakeholders. <br />iii. Define practice implementation processes and procedures. <br />iv. Define practice review process. <br />5.3. Develop a practice review process whereby chairpersons of each Member Entity Radio <br />Communication Council (RCC) and the Operator will work as a committee to provide <br />the Regional Radio Advisory Council recommendations for consideration and action. <br />5.4. Develop and recommend a 10 year Strategic Plan, and update it bi- annually, for the <br />ongoing technical currency of the system infrastructure. <br />6. Charter and Bylaws. The Charter and Bylaws for the Advisory Council are attached to this <br />Agreement as Attachments C and D. The Charter and Bylaws define officer responsibilities, <br />procedures for meetings, Representative responsibilities, voting requirements and other <br />matters relating to the authority and operation of the Advisory Council. Notwithstanding the <br />fact that they are incorporated into this Agreement by reference, the Charter and Bylaws may <br />be deleted or amended from time to time as provided therein. <br />7. Exhibit B. Attached to this Agreement as Exhibit B are the initial Operational Definitions, <br />Protocols and Procedures to be followed by users of the Regional Radio System.
