EXHIBIT B <br />OPERATIONAL DEFINITIONS, PROTOCALS AND PROCEDURES <br />REGIONAL RADIO SYSTEM PURPOSE <br />The Regional Radio System provides voice communications between participating agencies <br />dealing with both short term (felony pursuits, fires, hazmat, etc.) and long term incidents (major <br />disasters, large scale fires and floods, civil disturbances, terrorist incidents, etc.). The Regional <br />Radio System provides a 800 MHz platform for interoperability as well as utilizing gateway <br />devices to cross - connect the different radio channels operating over various radio frequency <br />bands (e.g. VHF, UHF, and 800MHz) throughout the Region. A purpose of the Regional Radio <br />Advisory Council is to provide a formal structure for ongoing oversight and administration for <br />the Regional Radio System which is used by the signatory entities to provide interoperable <br />communications for their Member Entities, as well as other identified and approved users. The <br />protocols and procedures provided below establish standardized methods for the use of the <br />Regional Radio System among all system users. <br />DEFINITIONS <br />Interoperability: <br />Communications Interoperability is the ability of public safety agencies to talk across <br />disciplines and jurisdictions via radio communications systems, exchanging voice and /or <br />data with one another on demand, in real -time, when needed and as authorized. <br />Incident: <br />An event or occurrence requiring the participation and coordination of more than one <br />public safety -first responder agency (e.g. police, fire, medical services). The event or <br />occurrence may be an emergency, natural or man -made disaster, or a non - emergency, <br />planned event (e.g. New Year's Eve) requiring the services of more than one agency. <br />ICALL: <br />A dedicated radio frequency monitored by all local radio dispatch centers in which <br />requests for multi - agency assistance may be placed. The calling channel is used to <br />contact other users in the region for the purpose of requesting incident - related <br />information and assistance and for setting up tactical communications for specific events. <br />In most cases, the calling party will be asked to move from the Regional Radio /ICALL <br />channel to one of the Regional Radio channels for continuing incident operations or other <br />interoperability communication needs. <br />15 <br />Attachment number 1 <br />F -5 Page 92 <br />
