Regional Radio System may be activated or used for joint agency emergency incidents. It may <br />also be used for planned joint agency tactical operations, large public events, joint training <br />exercises, and planned system testing. <br />The types and incident priorities for use of NCORE are as follows: <br />Priority 1: Disaster and extreme emergency operations. <br />Priority 2: Emergency or urgent operations involving imminent danger to the life and safety <br />of personnel and property. <br />Priority 3: Special event control activities, generally of a pre - planned nature, and generally <br />involving participation of two or more agencies. <br />Priority 4: Drills, tests, and exercises. <br />A request to participate in Regional Radio System is not a request to transfer responsibility for an <br />incident. <br />Regional Radio System can be used for Homeland Security matters or other related incidents. <br />Regional Radio System policy prohibits participants from releasing radio frequencies, <br />CTCSS / CDCSS codes, channel plan, and other information related to the system. No system <br />information shall be released to the media or other public or private entities. Exception: This <br />information may be released to service technicians involved with the direct maintenance or <br />repair of the participating agency's radio equipment, on a "need to know" basis. Agencies <br />failing to safeguard Regional Radio System information may be excluded from the Regional <br />Radio Advisory Council in accordance with section 9.4 of the Interlocal Agreement for Regional <br />Radio System Governance. Member Entities who wish to have a list of frequencies shall contact <br />the Regional Radio Advisory Council, which will review the request and determine whether to <br />release the information to the requesting party. <br />MAINTENANCE <br />The primary Regional Radio System infrastructure and equipment will be maintained by <br />Charlotte /Mecklenburg Shared Services as noted in each agencies Inter -local agreement. <br />Agencies electing to have radio services provided by Charlotte/Mecklenburg Shared Services <br />shall have such services as noted in their inter -local agreement. Each participating entity <br />providing its separately owned equipment for use in the Regional Radio System is responsible <br />for the maintenance, upgrade and support of such equipment including hardware and software <br />for their entity. <br />It is understood that radio reprogramming and maintenance will be required on an ongoing basis, <br />18 <br />Attachment number 1 <br />F -5 Page 95 <br />
