Section 2 <br />To manage emergency response and recovery operations, Cabarrus County Emergency <br />Management may activate an emergency operations center (EOC). <br />2.2 Alert and Notification <br />The Cabarrus County Sheriff's Department operates the primary dispatch center for County <br />emergency services. The Communications Center operates on a continuous basis. The <br />Communications Center dispatches Sheriff's Department personnel, Emergency Medical <br />Services responders, and volunteer fire departments for the entire Cabarrus County area. The <br />Cities of Concord and Kannapolis provide continuous dispatch services for their emergency <br />services. Upon activation of the EOC, key personnel are notified to report to the EOC to support <br />County response and recovery operations. For detailed information on alert and notification <br />procedures, refer to Annex C: Notification and Warning. <br />2.3 Emergency Operations Center <br />Cabarrus County maintains a primary and alternate EOC. The EOC is designed to provide a <br />facility in which government can continue to function and provide interagency coordination and <br />executive decision making for managing disaster response and recovery operations. For detailed <br />information on the Cabarrus County EOC, refer to Annex A: Direction and Control. <br />The EOC provides the following primary functions: <br />• Command and control of emergency response and recovery operations <br />• Communications and early warning <br />• Damage assessment and reporting <br />• Radiological monitoring and analysis <br />• Containment and/or control of hazardous material incidents or emergencies <br />• Dissemination of severe weather watches and warnings <br />• Coordination and planning with the State Fusion Center in Raleigh <br />• Actions to protect the health and safety of the general public, to include: <br />o Public information, instruction, and directions <br />o Evacuation of people from hazardous or damaged areas <br />o Control of shelter operations <br />2.3.1 EOC Locations <br />Primary location: <br />Sheriff's Department — 6` Floor <br />30 Corban Avenue, SE <br />Concord, NC 28025 <br />2 - 2 Cabarrus County EOP Basic PlanAhw raord number 1 <br />F -6 Page 143 <br />
