Section 2 <br />2.4 Requesting State and Federal Assistance <br />Once local resources are expended, Cabarrus County coordinates with adjoining counties for <br />additional available assistance and resources using existing mutual aid agreements through the <br />EOC. Additionally, Cabarrus County may obtain assistance from the North Carolina Emergency <br />Management Division when local capabilities are exhausted. <br />Cabarrus County requests assistance through the Western Branch, North Carolina Emergency <br />Management Division from the State EOC. If state resources have been exhausted, the North <br />Carolina Emergency Management Division coordinates with Department of Homeland Security <br />(DHS)/Federal Emergency Management Agency (FEMA) to provide the needed resources and <br />assistance using the Emergency Support Functions (ESFs) as described in the National Response <br />Framework (NRF). Cabarrus County has linked critical County missions to corresponding ESFs. <br />When the demands of an emergency situation exceed the capacity of the local and state <br />governments to respond, the federal government commits resources from various federal <br />departments and agencies to assist. <br />During emergency situations, the governor appoints a state coordinating officer (SCO) to oversee <br />state response and recovery efforts. Under the provisions of the Robert T. Stafford Disaster <br />Relief and Emergency Assistance Act, a federal coordinating officer is appointed as the <br />President's representative to coordinate overall delivery of federal assistance.
