Section 3 <br />Emergency Medical Services <br />Cabarrus County Emergency Medical Services (EMS) holds the primary responsibility for <br />Advanced Life Support (ALS) and emergency medical care for the County. EMS performs the <br />following duties: <br />a. The EMS Director or designee reports to the County Emergency Operations Center (EOC) <br />upon activation. The EMS Director is assigned to the Operations Group in EOC. <br />b. Maintain procedures for the dispatch and operations of EMS units during emergency <br />situations. <br />c. Provide paramedic level response and will accompany patients requiring ALS intervention to <br />the hospital. <br />d. Coordinate on -scene patient care, triage, and transportation with other County and municipal <br />emergency response organizations. <br />e. Maintain mutual aid agreements with surrounding counties to supplement local EMS support <br />during emergency situations. <br />o For initial incidents, surrounding counties can provide ambulance support within two (2) <br />hours. <br />o For larger incidents, there are cross - county agreements in place for EMS personnel to <br />assist in response (with an Emergency Declaration in place). <br />f. In the event of a mass casualty incident, coordinate triage, treatment, hospital destination <br />determinations, specialty paramedic deployment, and supervision of all medical personnel <br />on- scene. <br />g. Coordinate with Carolinas Medical Center- Northeast Disaster Committee on the use of <br />medical facilities during mass casualty incidents. <br />h. Assist the regional medical examiner during a mass fatality incident, as needed. <br />i. Maintain policy and procedures for the triage, treatment, transportation, and secondary role <br />of decontamination of casualties resulting from accidents involving radiological or hazardous <br />materials. <br />j. During emergency situations, establish a liaison with Carolinas Medical Center- Northeast <br />and maintain communications with other emergency response units in the field. <br />k. Coordinate with the CHA and Department of Human Services to establish a system to check <br />on residents with functional needs during emergency situations.
