Section 3 <br />i. CCTS maintains a fenced (secure) parking lot for transportation resources that could be used <br />during emergency response and recovery operations. <br />Finance Department <br />a. The Assistant Finance Director or designee reports to the EOC upon activation to serve as the <br />County Finance Officer. The Finance Officer is assigned to the Resource Group. <br />b. The Finance Department is responsible for accounts payable and payroll, budgeting, <br />purchasing, general accounting, and grants for the County. <br />c. Provide finance and accounting support to County agencies during emergency operations. <br />d. Facilitate the acquisition of resources for emergency response and recovery. <br />e. Develop procedures for the timely procurement and delivery of essential resources and <br />supplies through Emergency Purchase Orders. <br />f. The Finance Department manages the County P -cards system. Approximately 200 County <br />employees have County issued P -cards with differing spending limits. The Finance <br />Department can increase spending limits on specific P -cards remotely. <br />g. As an incident or event unfolds, develop financial accounting record procedures for all <br />County agencies and relevant partners to report emergency expenses. <br />h. Following an incident or event, create a separate account for emergency - related expenditures <br />and expenses. All emergency response and recovery agencies document all costs incurred <br />during emergency operations. <br />i.
