DIRECTION AND CONTROL <br />4.2 National Response Framework <br />The NRF presents the guiding principles that enable all response partners to prepare for and <br />provide a unified national response to disasters and emergencies, from the smallest incident to <br />the largest catastrophe. The NRF also defines the federal government's role in providing <br />response and recovery assistance to the states and local governments during and after <br />emergencies. The NRF is always in effect, and elements can be implemented at any level at any <br />time. <br />Under the NRF, County departments and agencies have been assigned primary and support <br />agency responsibilities for various County missions linked to the 15 ESFs.
