Section 5 <br />ADMINISTRATION AND LOGISTICS <br />5.1.1 General <br />■ Non - discrimination. There will be no discrimination on the grounds of race, color, religion, <br />nationality, sex, age, or economic status in the execution of disaster preparedness or disaster <br />relief and assistance functions. This policy applies equally to all levels of government, <br />contractors, and labor unions. <br />■ Consumer protection. The emergency operations center (EOC) refers consumer complaints <br />pertaining to alleged unfair or illegal business practices during emergencies to the State <br />Attorney General's Consumer Protection Division. <br />5.1.2 Incident/Event Financing <br />• Large -scale spending is authorized by the Board of County Commissioners, as requested by <br />the EOC and/or Emergency Management Coordinator. <br />• The Emergency Management Coordinator, the Contracting Officer, and the Deputy County <br />Manager are authorized to release funds for immediate emergency use. <br />• Spending limits are set by the Board of County Commissioners or Finance Director based on <br />the situation and funds available. <br />5.1.3 Records and Reports <br />■ Response and recovery missions are assigned and tracked by the Emergency Management <br />Department from the EOC. <br />■ Once a mission is assigned by the EOC, the Finance Department tracks and maintains all <br />expenditures and obligations during emergency operations. This includes any contract labor, <br />contract equipment, employee overtime hours, County equipment usage, and supplies used <br />during operations. <br />■ The Finance Department tracks and records all data relevant for Federal Emergency <br />Management Agency (FEMA) reimbursement. <br />5.1.4 Agreements and Understandings <br />■ Agreements and understandings are entered into only by duly authorized Cabarrus County <br />officials and are to be formalized in writing whenever possible prior to emergency situations. <br />■ The Emergency Management Coordinator will request assistance from other jurisdictions <br />should local government resources prove to be inadequate during emergency operations. <br />Cabanas County EOP Basic Plan — March 2014 <br />Attach&& number 1 <br />F -6 Page 179 <br />
