CABARRUS COUNTY EMERGENCY OPERATIONS PLAN <br />ANNEX R <br />RECOVERY <br />Primary Agencies <br />• Planning and Development — Chief Building Inspector <br />• Finance Department <br />• General Services <br />■ Human Services <br />Support Agencies <br />• Emergency Management <br />• Red Cross <br />• Fire Departments <br />• Sheriff's Department <br />• Tax Administration <br />I. PURPOSE <br />This annex provides a framework and guidance for the organization and coordination of <br />community recovery following a disaster. This includes both short-term recovery in the hours <br />following the incident or event, and long -term recovery in the days, weeks, months, and years <br />following an incident or event. Primary goals include the restoration of vital lifelines, critical <br />infrastructure, the business of government, the environment, the local economy, and in some cases <br />private property. <br />II. SITUATION AND ASSUMPTIONS <br />A. Situation <br />1. Any emergency situation has the potential to cause damage to the County that may <br />require both short -term and long -term recovery operations. <br />2. In most cases, recovery operations involve departments, agencies, and private sector <br />entities that are not typically involved in the other phases of emergency management <br />(preparedness, response, mitigation). <br />B. Assumptions <br />1. The effects of the emergency situation may continue to pose a threat of damage to public <br />and private property after response operations have concluded. <br />2.
