CABARRUS COUNTY EMERGENCY OPERATIONS PLAN <br />ANNEX S <br />SPECIAL EVENTS AND FACILITES <br />Primary Agencies <br />■ Emergency Management <br />Support Agencies <br />■ Dependant on the special event, facility and/or incident. <br />I. PURPOSE <br />This annex identifies special events and facilities that are located within (or in close proximity) to <br />Cabarrus County. More specific information on response operations for incidents /events is located <br />in the corresponding functional annexes. For example, a fire impacting one of the special events or <br />facilities identified in this annex should be managed utilizing Annex F — Fire Protection. This <br />annex is intended to provide information on special events and facilities and should not be used to <br />coordinate or manage response operations. <br />II. SITUATION AND ASSUMPTIONS <br />A. Situation <br />1. Concord Regional Airport <br />o The Concord Regional Airport, a general aviation facility, is located on Aviation Boulevard in <br />the western section of Cabarrus County. It is immediately west and parallel to I -85. The facility <br />has two runways, one 7400 feet and the other 7000 feet long. <br />o There are also several small private airfields in Cabarrus County. <br />2. Charlotte Motor Speedway and Drag Strip <br />o During events at the Speedway, the area can become home to over 120,000 people for upwards <br />of two weeks (May race weeks). Refer to the Speedway Emergency Action Plan managed by <br />the City of Concord Fire and Life Safety for more detailed information. <br />3. Concord Mills Mall <br />o Concord Mills Mall is often the most visited tourist attraction in the state. During weekends <br />before holidays, the mall can have upwards of 110,000 visitors per day. Bruton Smith Blvd., <br />running between the Speedway and Concord Mills is also one of the most heavily traveled <br />roads in the state. <br />4. McGuire Nuclear Plant <br />o Cabarrus County is a host County for the reception and sheltering of evacuees from two <br />sectors within the McGuire Nuclear Plant emergency planning zone.
