IV. DIRECTION AND CONTROL <br />A. During the preparedness phase, Emergency Management identifies and coordinates <br />planning efforts in consideration of special events and facilities within Cabarrus County. <br />B. In some cases, Emergency Management plays a support role in planning efforts of special <br />events or facilities that are located outside of the County's jurisdiction, but could impact <br />the County. <br />C. During the response phase, the department or agency with command and control <br />responsibilities for the special event or facility determines direction and control. In many <br />cases, the response will require Emergency Operations Center (EOC) activation. For <br />detailed information on direction and control when the EOC is activated refer to Annex A <br />— Direction and Control. <br />V. CONTINUITY OF GOVERNMENT <br />A. Orders of succession for departments and agencies that play a role in responding to an incident <br />at one of the identified special events or facilities are in accordance with their internal standard <br />operating procedures. <br />Cabarrus County EOP — Annex S <br />3 <br />Attachment number 18 <br />F -6 Page 375 <br />
