Section 1 <br />INTRODUCTION <br />The Cabarrus County (County) Emergency Operations Plan (EOP) establishes a framework for <br />emergency planning and response in Cabarrus County. The plan adheres to the National Incident <br />Management System (NIMS), which integrates the capabilities and resources of various <br />municipal jurisdictions, emergency response disciplines, nongovernmental organizations <br />(NGOs), and the private sector. Incorporating an all- hazards approach, the EOP can be partially <br />or fully implemented in anticipation of or in response to any event requiring multi jurisdictional <br />or multi- discipline coordination. Selective implementation through the activation of one or more <br />of the plan components allows maximum flexibility in meeting the unique operational and <br />information - sharing requirements of the situation at hand. The EOP, as the core operational plan <br />for incident management, establishes county -level coordinating structures, processes, and <br />protocols that will be incorporated into existing hazard- specific plans, policies, and procedures. <br />1.1 Purpose <br />This plan defines the actions that Cabarrus County government departments /agencies and <br />selected nongovernmental organizations in Cabarrus County will take to reduce the vulnerability <br />of people and property to a disaster and establish the ability to respond effectively to any <br />emergency. The plan takes a comprehensive, countywide, all- hazards approach to incident <br />management across all phases of emergency management, including prevention, preparedness, <br />response, and recovery. The plan describes capabilities and resources and establishes <br />responsibilities, operational processes, and protocols to help plan for and respond to both natural <br />and human- caused hazards. The EOP serves as the foundation for the development of detailed <br />supplemental plans and procedures to effectively and efficiently implement incident management <br />activities and assistance in the context of specific types of incidents and events. A number of <br />plans are linked to the EOP but remain as stand -alone documents in that they also provide <br />detailed protocols for responding to routine emergencies. Stand -alone documents and plans are <br />referenced throughout the EOP.
