Memo <br />To: Cabarrus County Board of Commissioners <br />From: Susie Morris, AICP, CZO, Planning and Zoning Manager <br />CC: File <br />Date: 4/16/2014 <br />Re: Proposed Text Amendments to Zoning Ordinance (TEXT2014- 00005) <br />• Attached you will find two proposed text amendments. The first is for Chapter 2 of the Zoning <br />Ordinance and the second is for Chapter 8. <br />• The purpose of the changes to Chapter 2 is to add definitions for solar farm and solar panel. <br />The ordinance currently does not define these items. <br />• The purpose of the proposed amendments to Chapter 8 are as follows: <br />o To add language to address #17, Public Service Facility, solar farm use. The <br />language addresses items that are specific to proposed solar projects, such as height <br />of systems, buffers, FAA approvals, impact on adjacent properties, bonding and <br />decommissioning. <br />o To revise Table 1, Separation Requirements from Offsite Uses /Areas and Table 2, <br />Separation Distances Between Towers, in #36, Wireless Communications Towers, to <br />clarify how these separations are measured. <br />• Deletions are in strikethrough text. Additions and corrections are in red text. <br />• The Planning and Zoning Commission voted unanimously on April 8, 2014 to forward these <br />amendments to the Board of Commissioners for final consideration. The proposed changes <br />were also reviewed by the County Attorney and the Text Amendment Committee. <br />You will need to hold a public hearing for these amendments and vote on the proposed <br />changes. <br />Attachment number 1 <br />G -3 Page 199 <br />
