CABARRUS COUNTY <br />1 4' BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />OCTOBER 20, 2014 <br />1 <br />AGENDA CATEGORY: <br />New Business <br />SUBJECT: <br />DHS - Transportation Division - Rural Operating Assistance Program <br />(ROAP) FY -2015 Grant Acceptance - Public Hearing 6:30 P.M. <br />BRIEF SUMMARY: <br />The Rural Operating Assistance Program (ROAP) is a state funded <br />transportation grant program administered by the NC Department of <br />Transportation. It includes the following programs : <br />- Elderly and Disabled Transportation (EDTAP) <br />- Employment Transportation Assistance Program (EMPL) and <br />- Rural General Public Program (RGP). <br />During FY 14, the State changed Cabarrus County's designation from <br />"Small Urban" to "Large Urban ". The result of this was some of our clients <br />were no longer eligible for our services. We have revised our estimate of <br />earnings for FY 15 and believe we will earn approximately $15,000 less <br />than the state has allocated to us for the RGP program. By revising our <br />request, we will reduce the likelihood of a payback at year -end. <br />REQUESTED ACTION: <br />Hold a public hearing. <br />Motion to accept the FY -2015 ROAP grant award and adopt the FY -2015 <br />certified statement and related budget amendment. <br />EXPECTED LENGTH OF PRESENTATION: <br />10 Minutes <br />G -1 Page 66 <br />
