CABARRUS COUNTY <br />1 4' BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />OCTOBER 20, 2014 <br />1 <br />AGENDA CATEGORY: <br />New Business <br />SUBJECT: <br />DHS - Economic Services Enhanced Rate Plan <br />BRIEF SUMMARY: <br />The North Carolina Department of Health and Human Services has <br />secured federal approval for an enhanced reimbursement rate for <br />Medicaid activities that county departments can now claim for all activities <br />within the Medicaid program. This enhanced rate is projected to bring an <br />increase in revenue to the Department by increasing the reimbursement <br />from 50% to 75 %, resulting in approximately $978,281 of additional <br />revenues. The approval for the enhanced reimbursement rate is based <br />upon counties investing the savings in needed resources to help address <br />continuing issues of increased overall volumes of work, increased work <br />demand due to the Affordable Care Act and the overall rollout of the <br />NCFAST program. Staff proposes the attached plan to address <br />resource /staffing needs for the economic services division in regards to <br />both the NCFAST rollout and the impact of the Affordable Care Act.
