F" 1792 <br />I � <br />I` <br />WHITE CANE AWARENESS DAY 2014 PROCLAMATION <br />WHEREAS, the white cane serves as a mobility tool and widely recognized symbol of <br />independence for those who are visually impaired; and <br />WHEREAS, by act of U.S. Congress the President authorized, beginning in 1964, the <br />annual proclamation of October 15 as National White Cane Safety Day; and <br />WHEREAS, state law acknowledges the freedom and independence of the visually <br />impaired and makes provisions for their access to and crossings of roads and intersections in <br />NCGS 20- 175.2; and <br />WHEREAS, individuals with visual impairments are active, contributing members of <br />society who create and join in opportunities within our communities and county; and <br />WHEREAS, the Board of Commissioners acknowledge White Cane Awareness Day as set <br />aside for reflection on the meaning of the white cane and in recognition of those who carry it; <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of Commissioners <br />do hereby proclaim October 15, 2014 as White Cane Awareness Day in Cabarrus County and <br />invites its citizens to celebrate the freedom and independence of the visually impaired and <br />furthermore urges motorists to be aware of visually impaired community members. <br />Adopted this the 20 day of October, 2014. <br />Elizabeth F.
