To: Cabarrus County Board of Commissioners <br />From: Kelly Sifford, AICP <br />Date: December 20, 2012 <br />RE: History of Home and Community Care Block Grant (HCCBG) process <br />The Home and Community Care Block Grant program funds a number of programs for the <br />elderly in Cabarrus County. The Area Agency on Aging has provided some history of the federal <br />program to give the Board of Commissioners some background for the requests that are being <br />made by the committee. <br />Legal Authority NC General Assembly enacted Senate Bill 165, Chapter 241 of the 1991 Session <br />Laws which established the Home and Community Care Block Grant (HCCBG). <br />Purpose The HCCBG combines certain federal and state appropriations which support home <br />and community care for persons over the age of 60. <br />Process Each Board of County Commissioners is responsible for appointing the individuals to <br />an Advisory Committee. The role of the Advisory Committee is to determine needs of the older <br />adults of the county, identify which of the approved services are priority for funding, how much <br />of the allocation will go to each service, and who the community service provider will be. This <br />information is incorporated into a funding plan which must be approved by the Board of <br />Commissioners. The Legislation also requires designation of a Lead Agency which is <br />responsible for working with the Area Agency on Aging to assure that the process is completed <br />appropriately. <br />Background In the Spring of 2012, the Cabarrus Department of Aging was reorganized into the <br />Cabarrus County Human Services Department. Since the Cabarrus County Department of Aging <br />was the designated Lead Agency, the Centralina Area Agency on Aging was designated the <br />Attachment number 1 <br />F -5 Page 55 <br />
