Community Services Block Grant Program <br />Fiscal Year 2013.14 Application for Funding <br />Planning Process Narrative <br />ROMA Goals 1, 3 and 5 DHHS Excels -Goal 2 <br />Low income People Become More Self- Sufficient; Low income Expand understanding and use of information to enhance the <br />People Own a Stake in their Community; Agencies increase health and safety of North Carolinians <br />their capacity to achieve results <br />1. Explain in detail how each of the following was involved in the planning and development of this <br />strategic plan. <br />a. The Poor: Low income persons are seated on the SRCAA, Inc. Board of Directors to <br />ensure broad community participation and involvement. The Head Start Policy Council <br />Advisory is made up of low- income person who meet once per month to review <br />programs and to address meeting the needs of the low- income community. Members <br />from that Council are represented on the Board. A community assessment was <br />conducted in the Spring /Summer of 2012. Low income residents were surveyed in both <br />counties and their feedback (results of the survey) on community needs were integrated <br />into the strategic planning process. Those results were used to inform the work of the <br />Board at their annual retreat in the fall. The strategic plan is a living document which <br />the Board and the Executive Director use to ensure services delivered to low- income <br />families meet their needs. <br />b. The Staff; Community Forums were held in Rowan and Cabarrus County to receive input <br />and to address the cause, concerns, and resources in low- income communities where <br />staff work. Staff as well as partners serving the same populations were surveyed <br />during the community assessment process and participated in focus groups. Staff and <br />partner feedback was considered in the development and revisions of the strategic plan <br />and the management of service delivery at SRCAA. Between May and November 2012, <br />staff were interviewed to determine how the agency was serving low income people and <br />to improve our service delivery process. This assessment and examination of that <br />process and how well we serve families was a task identified in the strategic plan as the <br />Collaboration Project. The Collaboration Project was aimed at identifying overlap in the <br />service delivery as well as procedures and processes used by various departments. A <br />full description of the CSBG intake and service delivery were included in the report and <br />the final report was submitted to the Board which contained recommendations for <br />improving service delivery to low income families. <br />C. The Board: The SRCAA, Inc. Board of Directors whose members volunteer on the <br />Planning and Evaluation committee, in conjunction with the Executive Director, review <br />all phases of the planning process and make recommendations to the full Board of <br />Directors. The Board is responsible for identifying the needs of low income people. The <br />Board utilizes the strategic planning process to provide direction for the agency and the <br />staff in order to address that need. In 2012, the Board utilized the ROMA Goals to guide <br />the process. By integrating the ROMA goals into the development of the plan they were <br />able to: <br />• Assess poverty needs and conditions within the community; <br />• Define a clear agency anti - poverty mission for community action and a strategy to <br />address those needs. <br />Attachment number 1 <br />F -6 Page 70 <br />
