ARTICLE V (Cont.) shall be staggered and that regular members shall not serve more than six consecutive years. Time served as an alternate member prior to the appointment, as a regular member does not count as a part of the six consecutive years of service. The preferred length of terms is three years, with terms staggered such that appointments are made each year. With three -year terms, an individual would normally serve a maximum of two terms. An individual whose initial appointment was to fill an unexpired term shall be eligible to serve the number of full - length terms other members are eligible to serve unless prior to the time for reappointment that individual has already served six consecutive years. Section 5. It is understood that County employees will not be appointed to Councils, commissions, etc. which receive County funding assistance. Section 6. Any member may resign from the Commission by submitting a written resignation to the Chairman or the Active Living and Parks Director. Section 7. The Council of County Commissioners shall appoint a replacement to fill the unexpired term of any vacancy created. Section 8. No member shall be related to any employee of the Active Living and Parks Department in accordance with Article V. Section 5, Limitation of Employment of Relatives of the Cabarrus County Personnel Ordinance. No member, directly or indirectly, individually or through any entity, shall contract with or provide services for compensation with the Active Living and Parks Department. Section 9. The general policy of the Council of Commissioners shall limit membership of an individual to one official governmental Council. The Commissioners, however, reserve the right to appoint an individual to more than one Council under special circumstances. A person serving on a Council and receiving an appointment to a second Council shall automatically be removed from the first Council, unless the County Commissioners find evidence of special circumstances to justify service on two Councils. However, the dual membership provision will not apply to the following: (1) appointments to regional /area Councils;(2) appointments made of a member of a Council in order for that person to represent that Council's interest on a second Council; and (3) appointments made to a Council by other members of the Council pursuant to State Law or Local Act establishing the Council. Section 10. Any appointee whose term has expired may continue to serve until such time a new appointment is made by the County Commissioners. 5 H -3 Attachment number 2 Page 163
