EXTRACT FROM MINUTES OF MEETING <br />BOARD OF COMMISSIONERS OF <br />THE COUNTY OF CABARRUS, NORTH CAROLINA <br />The Board of Commissioners for the County of Cabarrus, North Carolina, met in regular <br />session in the Commissioners' Meeting Room in the Cabarrus County Governmental Center in <br />Concord, North Carolina, the regular place of meeting, at 6:30 p.m., on March 18, 2013, with <br />Elizabeth F. Poole, Chairman, presiding. The following Commissioners were: <br />PRESENT: Chairman Elizabeth F. Poole and Commissioners and <br />ABSENT: <br />ALSO PRESENT: Michael K. Downs, County Manager; Pamela S. Dubois, Deputy <br />County Manager; Ann M. Wilson, Finance Director; Richard M. Koch, Esq., County Attorney; <br />and Megan I.E. Smit, Clerk to the Board <br />The Chairman introduced the following resolution, a summary of which had been <br />provided to each Commissioner, a copy of which was available with the Clerk to the Board and <br />which was read by title: <br />RESOLUTION PROVIDING FOR THE ISSUANCE OF $62,390,000 GENERAL <br />OBLIGATION REFUNDING BONDS, SERIES 2013, SUBJECT TO ADUSTMENT AS <br />PROVIDED HERIEN <br />BE IT RESOLVED by the Board of Commissioners (the "Board ") of the County of <br />Cabarrus, North Carolina (the "County "): <br />Section 1. The Board has determined and does hereby find, declare and represent: <br />(a) That an order (the "2013 Order ") authorizing $95,580,000 Refunding Bonds was <br />adopted by the Board on March 18, 2013, which order has taken effect. <br />(b) That none of the refunding bonds authorized to be issued by the 2013 Order have <br />been issued, that no notes have been issued in anticipation of the receipt of the proceeds of the <br />sale of any refunding bonds and that it is necessary at this time to issue all or a portion of said <br />1 <br />Attachment number 2 <br />G -1 Page 188 <br />
