1. To the extent possible, identify "leakage" in the local economy. That is, <br />determine how much money is spent by local businesses, institutions, <br />governments and residents purchasing goods and services from outside <br />Cabarrus County that are available from businesses within Cabarrus <br />County. Additionally, determine the impact, in terms of the number of <br />jobs, of diverting some or all of that spending from outside the county to <br />businesses inside the county. <br />2. Identify barriers to success encountered by small businesses as a result <br />of government policies and regulations. Conversely, identify government <br />policies and regulations, existing or new, which are helpful to small <br />businesses. <br />FOOD POLICY COUNCIL <br />This Council will identify and strengthen the connections between food, health, <br />natural resource protection, economic development and the agricultural <br />community. The Food Council will be charged with performing research, <br />educating the community, developing strategies and making policy <br />recommendations that will encourage the development of a robust, sustainable <br />local food economy and a healthier population. <br />HARRISBURG FIRE ADVISORY BOARD <br />The Harrisburg Fire Advisory Board advises the Town Council, Town <br />Administrator and the Fire Chief on matters of policy, administration and <br />operations. The board tracks the progress of the Harrisburg Fire Department's <br />key objectives as outlined in the annual report, reviews the Department's By- <br />Laws on an annual basis, and recommends changes to the Town Council for <br />final approval. <br />HOME AND COMMUNITY CARE BLOCK GRANT ADVISORY COMMITTEE <br />This advisory committee assists the Department of Aging with the development <br />of the County Aging Funding Plan through the Home and Community Care Block <br />Grant for Older Adults. The committee is composed of potential public and <br />private providers of aging services, elected county officials, older adults and <br />representatives of other aging interests in the county. <br />INDUSTRIAL FACILITIES AND POLLUTION CONTROL FINANCING AUTHORITY <br />This authority provides for the issuance of revenue bonds to aid in financing (1) <br />industrial and manufacturing facilities which provide job opportunities or better <br />ways to help alleviate unemployment and raise below- average manufacturing <br />wages and (2) pollution control facilities for industries. The 7- member authority <br />meets as needed. Appointments are for terms of six years. <br />JURY COMMISSION <br />This commission is responsible for compiling the jury lists for the Courts. The <br />Board of Commissioners appoints one member for a term of two years to the 3- <br />member commission. <br />Attachment number 1 <br />1 -4 Page 270 <br />
