Brent Weisner <br /> <br />ĂƚĞ͗August 27, 2012 <br /> <br />ZĞ͗Update -Cabarrus County Tax Foreclosure Program <br /> <br />s Tax Foreclosure Program has been ongoing for many years but did not <br />become well organized until the 2009/2010 tax year when we began working Zaccheus Legal <br />Services (ZLS). ZLS is a legal firm that works exclusively with Counties and Cities to perform tax <br />foreclosures. They are exceptional working with us while maintaining a professional <br />relationship with our taxpayers; they are firm but fair and open to working with the taxpayer <br />when it is to the benefit of all to do so. Before we send an account to ZLS for foreclosure we <br />attempt all of the other remedies we have available to us to collect the bill. The steps involved <br />in the foreclosure process are as follows: <br /> <br />Letters are mailed from our office to all delinquent real property accounts indicating <br />that if satisfactory arrangements are not made to clear up the bill, the account may be <br />moved into the foreclosure process. <br />If after ten days we have had no response the account is sent to Rich Koch and a second <br />letter is s <br />acceptable arrangements. <br />If after this additional ten days we have had no response and the tax debt consists of <br />two or more years the accounts are given to our Appraisal Division for review to see if <br />there are any circumstances that would make the property undesirable for us to move <br />forward with foreclosure. In evaluating the parcels we may have property that is not <br />worthy of being foreclosed due to a number of reasons such as; fees and taxes <br />outstanding are more than the property is work, landlocked or other issues. We will <br />work with County Management on how to proceed with these parcels. <br />If acceptable, the account is forwarded to ZLS to start foreclosure proceedings. <br /> <br />The legal Foreclosure process on average takes 9-12 months from start to finish. Once <br />foreclosure is initiated on a property, a Certified Demand Letter is sent to the owner of record. <br />The owner is then given 30 days to make payment.
