<br />The inhibition, or disruption of the POTW collection system, its
<br />treatment processes and/or operations, and/or its sludge processes, use, or disposal, which catises or
<br />contributes to a violation of any requirement of Cite Control Authority's N1 collection system, or

<br />guidelines, or regulations developed pursuant to the Solid Waste Disposal Act (SWDA)(42 U.S.C.
<br />6901, et sect.), the Clean Air Act, the Toxic Substances Control Act, the Marine Protection Research
<br />and Sanctuary Act (MPRSA) or more stringent than State criteria (including those contained in any
<br />State Sludge Management Plan prepared pursuant to Title IV of SWDA) applicable to the method of
<br />disposal or use employed by the POTW.
<br />(27) Local Permit. A permit issued by WSACC allowing wastewater discharge into the POTW pursuant
<br />to requirements in this ordinance for users that do not meet the criteria of an SIU or propose to
<br />discharge pump and haul wastes.
<br />(28) Maximum Daily Discharge. The total concentration or mass of a pollutant discharged from all
<br />production periods during a twenty -four (24) hour calendar day.
<br />(29) Medical Waste. Isolation wastes, infectious agents, human blood and blood products, pathological
<br />wastes, sharps, body parts, contaminated bedding, surgical wastes, potentially contarinated
<br />laboratory wastes, and dialysis wastes..
<br />(30) National Prohibitive Discharge Standard or Prohibitive Discharge Standard or Prohibited
<br />Discharges. Absolute prohibitions against the discharge of certain substances; these prohibitions
<br />appear in Section 2.1 of this ordinance and are developed tinder the authority of 307(b) of the Act and
<br />40 CFR, Section 403.5.
<br />(31) New Source.
<br />(i) Any building, structure, facility, or installation fronn which there is (or may be) a discharge
<br />of pollutants, the construction of which commenced after the publication of proposed
<br />Categorical pretreatment standards under Section 307(c) of the Act which will be applicable
<br />to such source if such standards are thereafter promulgated in accordance with section
<br />Section 307(c), provided that:
