<br />(37) Pass Through. A discharge which exits the POTW into waters of the State in quantities or
<br />concentrations which, alone or nn conjunction with a discharge or discharges fion7 other sources,
<br />causes a violation, including an increase in the magnitude or duration of a violation, of [lie Control

<br />(38) Person. Any individual, firm, company, partnership, co- partnership, corporation, association, joint
<br />stock company, trust, estate, governmental entity, limited liability company or partnership, or any
<br />other legal entity, or their legal representatives, agents or assigns. This definition includes all federal,
<br />State, and local government entities.
<br />(39) pH. A measure of the acidity or alkalinity of a substance, expressed as standard units, and calculated
<br />as the logarithm (base 10) of the reciprocal of the concentration of hydrogen ions expressed in grams
<br />per liter of solution. A pH value of 7.0 is neutral, above 7.0 is alkaline and below 7.0 is acid.
<br />(40) Pollutant. Any "waste" as defined in N.C.G.S. 143 -213 (13) and dredged spoil, solid waste,
<br />incinerator residue, sewage, garbage, sewage sludge, munitions, medical wastes, chemical wastes,
<br />biological materials, radioactive materials, heat, wrecked or discarded equipment, rock, sand, cellar
<br />dirt and industrial, municipal, and agricultural waste and certain characteristics of wastewater (e.g.,
<br />pH, temperature, TSS, turbidity, color, instals, BOD, COD, toxicity, er and odor).
<br />(41) Pollutant of Concern (POC). Any pollutant which might reasonably be expected to be discharged to
<br />the POTW in quantities which could pass through or interfere with the POTW, contaminate the
<br />sludge, or jeopardize any POTW worker's health and/or safety.
<br />(42) POTW Treatment Plant. The portion of the POTW designed to provide treatment to wastewater..

<br />Pretreatment. The reduction ofthe amount of pollutants, the elimination of poilutants, or the alteration
<br />of the nature of pollutant properties in wastewater prior to or in lieu of discharging or otherwise
<br />introducing such pollutants into a POTW collection system and/or treatment plant. The reduction or
<br />alteration may be obtained by physical, chemical, or biological processes, or process changes or other
<br />means, except as prohibited by 40 CFR Park 403.6(d).
<br />(44) Pretreatment Program. The program for the control of pollutants introduced into the POTW from
<br />non - domestic sources which was developed by WSACC in compliance with 40 CFR, 403.8 and
<br />approved by the State as authorized by N.C.G.S. 143- 215.3(a)(14) in accordance with 40 CFR
<br />403.11.
<br />(45) Pretreatment Requirements. Any substantive or procedural requirement related to pretreatment,
<br />other than a pretreatment standard.
<br />(46) Pretreatment Standards o"ttanndewds. Prohibited discharge standards, categorical pretreatment
