SECTION 16 - USE OF PUBLIC SEWERS <br />The owner of any house, building, or property used for human occupancy, employment, recreation, or other purposes <br />under the jurisdiction of this ordinance and abutting on any street, alley, or rights -of -way in which there is or may be <br />located a wastewater sewer connected to the treatment facility of WSACC, is required at the owner's expense to install <br />suitable toilet facilities therein and to connect such facilities directly to the proper sewer in accordance with the <br />previsions of this ordinance, within ninety (90) days after date of official notice to do so provided the proper wastewater <br />sewer is within three hundred (300) feet of the property line. This section shall not apply to any person served by a <br />privately constructed, owned, operated, or maintained wastewater sewer and wastewater treatment facility that <br />discharges directly to a natural outlet in accordance with the provisions of this ordinance and applicable state and federal <br />laws. <br />SECTION 17- PRIVATE SEWAGE DISPOSAL <br />Regulations concerning private sewage disposal will be enforced by the Cabarrus Health Alliance in accordance to 10 <br />NCAC IOA.1900. <br />SECTION IS - OUTSIDE CONNECTIONS <br />Any person owning or controlling premises located beyond the corporate limits or boundaries of WSACC and desiring <br />to install a plumbing system for the purpose of discharging domestic sewage and/or industrial waste into the POTW may <br />do so by complying with the requirements of this ordinance and of the public utility having jurisdiction over the sanitary <br />sewer to which the connection is proposed to be made. <br />SECTION 19 - SPECIAL AGREEMENTS <br />Nothing in this ordinance shall be construed as preventing any special agreement or arrangement between the Board of <br />Directors and any user of the wastewater treatment system whereby wastewater of unusual strength, character or <br />quantity is accepted into the system and specially treated subject to any payments or user charges as may be applicable, <br />provided such wastewater will not interfere with the treatment process, sludge disposal options, NPDES permit <br />compliance or cause a violation of water quality standards. <br />SECTION 20 - SEVERABILITY <br />If any provision„ paragraph, word, section or article of this ordinance is invalidated by any court of competent <br />jurisdiction, the remaining provisions, paragraphs, words, sections, and chapters shall not be affected and shall continue <br />in ful I force and effect. <br />SECTION 21 - CONFLICT <br />All other ordinances and parts of other ordinances inconsistent or conflicting with any part of this ordinance are hereby <br />repealed to the extent of such inconsistency or conflict. <br />Attachment number 9 <br />H -3 Page 313 <br />
