CABARRUS COUNTY <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />r <br />z ft 0 AUGUST 19, 2013 <br />6:30 P.M. <br />AGENDA CATEGORY: <br />New Business <br />SUBJECT: <br />CCS - Proposed Sale of Property <br />BRIEF SUMMARY: <br />The City of Concord has approached Cabarrus County Schools Board of <br />Education (BOE) with a request to purchase the Webb Field property. The <br />property consists of 8.4474 acres of land on which are constructed <br />several buildings and other improvements made by the City over time. <br />This represents a value, based on the attached appraisal, of $210,000, <br />which is what the City has offered to pay the BOE for the property. <br />Currently, the City of Concord rents the property for $1.00 per year and <br />over the course of more than half a century the City has made <br />investments in the property which has included the construction of the <br />swimming pool and related buildings, as well as other building and field <br />improvements. The City would like to replace the football and baseball <br />field lighting at this time and make other significant improvements to the <br />buildings in the future. <br />If the Board of Commissioners chooses not to allow the sale of the land to <br />proceed, then it is the City's request that its lease be extended for a <br />minimum period of at least fifty (50) years at the current rate so the City's <br />investment in the facilities on the property will be of use to the community <br />for at least that amount of time. Therefore, it is the Board of Education's <br />request that the Board of Commissioners refuse its right to purchase the <br />property, approve the sale of the Webb Field property to the City of <br />Concord by the Board of Education for a total of $210,000 and agree that <br />the proceeds from the sale will be allowed for capital improvements in <br />Cabarrus County schools, as determined by the Board of Education. <br />REQUESTED ACTION: <br />H -5 Page 326 <br />
