Cabarrus County Zoning Ordinance <br />Chapter 2 -Rules of Construction and Definitions <br />PRELIMINARY PLAT - The preliminary drawing or drawings indicating the proposed manner <br />or layout of the subdivision to be submitted to the platting authority for approval. <br />PREMISES - A lot, parcel tract or plot of land together with the buildings and structures <br />thereon. <br />PRIMARY BUILDING OR STRUCTURE - The building or structure where the principal use of <br />the parcel is located. This shall include any buildings which are attached to the principal <br />structure by a covered structure. <br />PRINCIPAL USE - The main or primary use of a parcel of land. <br />PRIVATE - Anything not owned or operated by the federal government, state government, <br />or any political subdivision. <br />PRIVATE ROAD - Any road, street, or other means of vehicular access to a parcel of <br />land not dedicated or intended for public use. <br />PROFESSIONAL ENGINEER - A person who has been duly registered and licensed as a <br />professional engineer by the North Carolina State Board of Registration for Professional <br />Engineers and Land Surveyors. <br />PROPERTY LINE, COMMON - A line dividing one lot from another. <br />PUBLIC CULTURAL FACILITY - The use of land, buildings, or structures by a governmental <br />agency to provide cultural services directly to the general public, inclusive of public libraries <br />and museums. <br />PUBLIC RIGHT -OF -WAY - Any area on, or adjoining, a street, road, highway, alley, or <br />pedestrian /bicycle way or other special purpose way or utility installation owned by, or <br />reserved to, the public for present or future public use. <br />Chapter 2 Page 19 of 29 <br />Revised 2013 <br />Attachment number 2 <br />G -1 <br />Page 306 <br />
