Cabarrus County <br />Department of Human Services <br />Executive Summary of Federal Shutdown Resolution <br />• H.R. 2775 maintains current federal funding levels until January 15, 2014 <br />• All federal funds are now available for Human Service Operations, including Temporary <br />Assistance for Needy Families (TANF), Social Services Block Grant (SSBG), Child Care <br />Developmental Fund, and Home and Care Community Block Grant (HCCBG) <br />• Provides that the effective date for this joint resolution is October 1, 2013 <br />• Clarifies the Low Income Energy Assistance Program formula to ensure funds are <br />allocated to states consistent with previous years <br />• State has requested counties lift any suspension on Child Care Subsidy immediately now <br />that funding is available as budgeted <br />• State has reauthorized both Work First Cash Assistance and Refugee Cash and Medical <br />Assistance <br />• State has directed counties to reinstate Work First Employment services effective <br />November 1, 2013 <br />• Cabarrus County will reinstate Work First 200% and Work First Emergency Assistance <br />effective October 21, 2013 <br />• State reports there should be no disruption in the SNAP (Food and Nutrition) program <br />due to federal funding being restored <br />• Sequester impacts effective in January 2014 could potentially reduce federal grant <br />funding by 7.5% if there is no resolution <br />• Social Services Block Grant (SSBG) has been proposed to be eliminated by the federal <br />government for fiscal year 2015 <br />• State reports that while all federal funds are now available, there could be slight delays in <br />reimbursement based on how quickly the federal funds can flow to the state <br />Prepared October 18, 2013 <br />1303 S.
