CABARRUS COUNTY <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />OCTOBER 21, 2013 <br />1 <br />AGENDA CATEGORY: <br />New Business <br />SUBJECT: <br />DHS - Transportation Division - Rural Operating Assistance Program <br />(ROAP) FY -2014 Funding Request - Public Hearing 6:30 P.M. <br />BRIEF SUMMARY: <br />Cabarrus County Transportation plans to apply for transportation funding <br />through the NC Department of Transportation, Public Transportation <br />Division for funding by the Rural Operating Assistance Program (ROAP) <br />totaling $223,946. The ROAP is a state funded public transportation grant <br />program administered by the NCDOT -PTD. Funding applied for is <br />designated for the following programs: <br />Elderly and Disabled Transportation Assistance Program (EDTAP), which <br />provides operating assistance for the transportation of the state's elderly <br />and disabled citizens. This assistance allows these individuals to reside in <br />their homes for a longer period of time, thereby enhancing their quality of <br />life. <br />Work First Transitional /Employment Transportation Assistance Program <br />(WF /EMP), this program provides operating assistance for transitional <br />Work First and general public employment transportation needs. <br />Rural General Public Program (RGP) funds provide transportation <br />services to individuals from the general public who are not human service <br />agency clients. This service helps connect areas in the county that do not <br />have public transportation services, such as the CK Rider which operates <br />in the Cities of Concord and Kannapolis. <br />These program funds are made available to counties through a formula <br />allocation.
