Memo <br />To: Board of Commissioners <br />From: Jonathan Marshall, Deputy County Manager <br />CC: Michael Downs, County Manager & Pam Dubois, Deputy County Manager <br />Date: 10/25/2013 <br />Re: Raging Ridge Road extension and bridge <br />Staff from Cabarrus County, Cabarrus County Schools, the N.C. Department of Transportation and the <br />Town of Harrisburg has continued to work on funding, planning and construction of the Raging Ridge <br />Road extension and bridge project. We have made considerable progress in the past couple of months <br />and it is time to provide an update to the Board, request direction, and specific actions to move forward <br />on the project. <br />The discussions to this point have related to funding, design and construction. The following are parts <br />of the project with the responsible parry identified: <br />• Cabarrus County has employed W.K. Dickson & Co., Inc. to design the road and provide <br />preliminary design on the bridge. NCDOT has agreed to have their bridge design unit <br />complete the bridge design at their cost. <br />• NCDOT will compile all final plans, advertise the project for bid, award the construction <br />contract and oversee all construction. <br />• The funding for the project is shared between the NCDOT Division 10 office, General <br />Assembly discretionary funding and Cabarrus County. The County part of the project has been <br />set aside in a project fund and was derived from unused construction money from the Hickory <br />Ridge Middle School and High School projects. <br />• Cabarrus County is responsible for payment for property acquisition. The majority of the <br />property is already in County ownership, but the area to the east and north of Back Creek on <br />Stallings Road is in private ownership and we will need to acquire right -of -way. <br />• The Town of Harrisburg will add this road and bridge to their maintenance system once the <br />project is completed. In addition, they will complete any remaining sidewalks and street <br />landscaping that is not done as part of the original project. <br />• Cabarrus County Schools have been involved in all project and design discussions and have <br />recently coordinated meetings with the principals of the two affected schools to update them. <br />The following actions are requested to continue to advance this project: <br />• Authorize County staff to initiate and complete a request for voluntary annexation into the <br />Town of Harrisburg of the two school parcels. Once the additional right -of -way is acquired it will <br />also need to be annexed into the town. These two actions will be necessary for the Town to <br />assume maintenance of the road and bridge once they are completed. <br />Attachment number 1 <br />F -7 Page 88 <br />
