SALISBURY -ROWAN COMMUNITY ACTION AGENCY, INC. <br />DIRECTOR - -YOUTH AND FAMILY SERVICES <br />JOB DESCRIPTION <br />Department: Youth and Family Services <br />Reports To: Executive Director <br />Status: Exempt <br />Summary <br />The Director of Youth and Family Services (YFS) is responsible for the agency's strategy around <br />youth, family engagement activities. This leadership position provides program management <br />for family services, career and education training services and takes the lead in the <br />implementation of head start's parent, family and community engagement framework (PFCE). <br />The Director is responsible for managing participant intake and assessing the needs of program <br />participants and the development and implementation of programs and services to improve <br />their lives. The Director is responsible for developing a long -term vision that connects with key <br />departments to create a consistent service delivery model. The Director of YFS is responsible <br />for managing program budgets and compliance with regulations for the workforce investment <br />act (WIA), community services block grant (CSBG) and Head Start (PFCE) program funding <br />sources. The Director creates department performance goals and individual staff performance <br />targets for annual performance reviews. <br />DUTIES AND RESPONSBILITIES: <br />A. Oversee all programs and initiatives offered through the community services block grant, <br />workforce investment act and the head start, (PFCE). <br />• Plan and organize the department programs to best meet the needs of families and <br />individuals receiving agency services. <br />• Develop, manage and implement the annual department budgets, including timely <br />submission of any budget revisions. <br />• Responsible for developing, monitoring and achieving annual program goals and <br />performance targets. <br />• Provides leadership for a staff of family development specialists, family and community <br />engagement coordinators, youth development & career readiness specialist, contract <br />manger and intake /administrative staff. <br />• Develop, maintain and monitor effective consultant services. <br />• Establish an aggressive outreach and community engagement program to increase the <br />number of participants, partners and awareness of the agency. <br />November 2012 <br />Attachment number 2 <br />G -2 Page 338 <br />
