Explain in detail how each of the following was involved in the planning and development of this <br />strategic plan. <br />a. The Poor: Low income persons are seated on the SRCAA, Inc. Board of Directors to <br />ensure broad community participation and involvement. The Head Start Policy Council <br />Advisory is made up of low- income person who meet once per month to review <br />programs and to address meeting the needs of the low- income community. <br />b. The Staff: Community Forums were held in Rowan and Cabarrus County to receive input <br />and to address the cause, concerns, and resources in the low- income communities. We <br />have gained additional partnerships that will increase our collaboration for the families <br />that we serve. <br />c. The Board: The SRCAA, Inc. Board of Directors members' volunteer on the planning and <br />evaluation committee. In conjunction with the Executive Directors, they review all <br />phases of the planning process, and make recommendations to the full Board of <br />Directors. <br />ROMA Goal 5 DHHS Excels -Goals 1 and 2 <br />Agencies increase their capacity to achieve results Manage resources that provide an elevated level of effective <br />and efficient delivery of services and programs to North <br />Carolinians; Expand understanding and use of information to <br />enhance the health and safety of North Carolinians <br />2. Describe your agency's method and criteria for identifying poverty causes and list the identified <br />causes. Also describe the methods and criteria used to determine priority and selection of <br />strategies to be implemented that will address the poverty causes, <br />Our agency identifies poverty causes by partnering with various human service agencies to <br />gain knowledge of the need in our community. The identified causes are transportation, <br />insufficient jobs, lack of education, lack of job training skills, underemployment, lack of <br />resources, health care, and affordable housing. Staff attends partner meetings monthly in <br />the community to address the needs and what strategy should be implemented. The <br />agency also engages the University of North Carolina at Charlotte Urban Institute to develop <br />a Community Assessment that focuses on economics, health, social well -being and <br />education in the areas served by SRCAA, Inc. <br />Fiscal Year 2012 -13 Community Services Block Grant Application <br />Page 6 of 24 <br />Attachment number 1 <br />F -7 Page 184 <br />
