Community Services Block Grant Program Fiscal Year 2012 -13 Application for Funding Planning Process Narrative ROMA Goals 1, 3 and 5 DHHS Excels -Goal 2 Low income People Become More Self- Sufficient; Low income Expand understanding and use of information to enhance the People Own a Stake in their Community; Agencies increase health and safety of North Carolinians their capacity to achieve results 1. Explain in detail how each of the following was involved in the planning and development of this strategic plan. a. The Poor: Low income persons are seated on the SRCAA, Inc. Board of Directors to ensure broad community participation and involvement. The Head Start Policy Council Advisory is made up of low- income person who meet once per month to review programs and to address meeting the needs of the low- income community. b. The Staff: Community Forums were held in Rowan and Cabarrus County to receive input and to address the cause, concerns, and resources in the low- income communities. We have gained additional partnerships that will increase our collaboration for the families that we serve. c. The Board: The SRCAA, Inc. Board of Directors members' volunteer on the planning and evaluation committee. In conjunction with the Executive Directors, they review all phases of the planning process, and make recommendations to the full Board of Directors. ROMA Goal 5 DHHS Excels -Goals 1 and 2 Agencies increase their capacity to achieve results Manage resources that provide an elevated level of effective and efficient delivery of services and programs to North Carolinians; Expand understanding and use of information to enhance the health and safety of North Carolinians 2. Describe your agency's method and criteria for identifying poverty causes and list the identified causes. Also describe the methods and criteria used to determine priority and selection of strategies to be implemented that will address the poverty causes, Our agency identifies poverty causes by partnering with various human service agencies to gain knowledge of the need in our community. The identified causes are transportation, insufficient jobs, lack of education, lack of job training skills, underemployment, lack of resources, health care, and affordable housing. Staff attends partner meetings monthly in the community to address the needs and what strategy should be implemented. The agency also engages the University of North Carolina at Charlotte Urban Institute to develop a Community Assessment that focuses on economics, health, social well -being and education in the areas served by SRCAA, Inc.
