and creativity thrive and the community prospers. The CSLE is given discretion in <br />fulfilling its charge; however, it is specifically directed to address the following <br />1 . To the extent possible, identify "leakage" in the local economy. That is, <br />determine how much money is spent by local businesses, institutions, <br />governments and residents purchasing goods and services from outside <br />Cabarrus County that are available from businesses within Cabarrus County. <br />Additionally, determine the impact, in terms of the number of jobs, of diverting <br />some or all of that spending from outside the county to businesses inside the <br />county. <br />2. Identify barriers to success encountered by small businesses as a result of <br />government policies and regulations. Conversely, identify government policies <br />and regulations, existing or new, which are helpful to small businesses. <br />HARRISBURG FIRE ADVISORY BOARD <br />The Harrisburg Fire Advisory Board advises the Town Council, Town Administrator and <br />the Fire Chief on matters of policy, administration and operations. The board tracks the <br />progress of the Harrisburg Fire Department's key objectives as outlined in the annual <br />report, reviews the Department's By -Laws on an annual basis, and recommends changes <br />to the Town Council for final approval. <br />INDUSTRIAL FACILITIES AND POLLUTION CONTROL FINANCING AUTHORITY <br />This authority provides for the issuance of revenue bonds to aid in financing (1) industrial <br />and manufacturing facilities which provide job opportunities or better ways to help <br />alleviate unemployment and raise below- average manufacturing wages and (2) pollution <br />control facilities for industries. The 7- member authority meets as needed. <br />Appointments are for terms of six years. <br />JUVENILE CRIME PREVENTION COUNCIL <br />The council plans for the needs of adjudicated and at -risk youth and assesses the need <br />for delinquency treatment and prevention services in Cabarrus County. The 25- member <br />council is made up of a variety of judicial and public agency representatives as well as <br />seven at -large members. Appointments are for terms of two years. <br />NURSING HOME COMMUNITY ADVISORY COMMITTEE <br />This committee seeks to maintain the intent of the Nursing Home Residents Bill of Rights <br />for those persons residing in nursing homes, works to ensure appropriate conditions <br />within the nursing homes and promotes community involvement with those homes. <br />Members cannot be employed by a nursing home nor have any financial interest, directly <br />or indirectly, in a nursing home. Also, no immediate family of a nursing home resident in <br />Cabarrus County can serve on the committee. Initial appointments are made for terms of <br />one year with successive appointments of three years. <br />PARKS COMMISSION <br />This commission advises on parks and recreation needs of County residents and assists <br />the Parks Department in planning facilities and operational activities.
