CAPITAL IMPROVEMENT PROGRAM <br />GENERAL GOVERNMENT: <br />General Services Equipment Sbelter <br />A shelter is needed to house all heavy Grounds <br />Maintenance Division equipment, The existing <br />shelter is beyond repair and has become unsafe. No <br />operational impact to the budget. <br />General Services Administration Warehouse <br />Addition <br />This addition adds 2,500 square foot to the existing <br />General Services warehouse. It will be used for <br />additional storage and processing areas. A minimal <br />increase to the department's utilities budget is <br />anticipated as a result of this addition. <br />Cooperative Extension Building HVAC <br />Replacement <br />The current system is the original system installed in <br />1977 when the building was constructed. It has <br />problems mechanically and with its original design. <br />Replacement of the original system is recommended <br />with smaller zone units that are connected via <br />computer systems, much like the majority of other <br />County facilities. A cost savings in the utilities <br />budget is anticipated due to a new, more efficient <br />system, and also, savings in repair costs which were <br />being spent on the older system. <br />Tax Hardware/Software <br />Replacement is needed for the current tax billing, <br />collection and assessment software and hardware to <br />leverage the functionality of client server technology <br />with web based applications. The current software <br />system runs on a proprietary operating system with <br />limited query ability and the tax server will no longer <br />be supported by HP after 2008. The County is <br />working with other jurisdictions in joint use of the <br />system. This change will enhance-the operations and <br />efficiency of the department but will have little <br />impact on the operational budget. <br />Voting System, <br />Voting equipment will be used on Election Day to <br />enable eligible voters to vote for the candidate of <br />their choice and calculate the totals for accurate <br />results. This inundated change in voting equipment <br />will increase the Elections budget due to the <br />requirement for special supplies that were not <br />previously necessary with the old systern. The exact <br />increase has not yet been determined. <br />Facility for Board of Meetions <br />The Board of Elections has outgrown their current <br />space and is in need of larger office space for <br />continued operations. Suitable space will be sought <br />and purchased, Operational budget impact includes a <br />possible utility increase due to size, but efficiency of <br />newer facility may negate the increase in size. Some <br />additional office furnishings may be necessary. <br />Roof Replacement – Piedmont Behavioral Health <br />This facility, located at 457 fake Concord Road, was <br />built in 1976 by a partnership consisting of Cabarrus <br />County, Cabarrus County Hospital, and Piedmont <br />Area Mental Health. The lease agreement requires <br />that Cabarrus County be responsible for maintenance <br />of reasonable wear items, such as the roof. This item <br />was budgeted in FY 2006 at $102,008 and was <br />completed in March. Some savings in maintenance <br />funding inay be realized with the new roof in place. <br />Governmental Center Roof Replacement <br />The roof membrane is shrinking and munerous <br />temporary repairs have been made. Due to the <br />saturated insulation, the entire roof needs to be <br />replaced to prevent future leaks, Operational impact <br />will be a decrease in repair funding. <br />CUU 11RE AND R .CREATION: <br />North Cabarrus Park <br />In 1998 -99, the City of Kannapolis, Church of God <br />Children's Home and Cabarrus County entered into <br />two formal 20 year agreements for approximately 90 <br />acres to jointly construct a public park on Orphanage <br />Road, Phase I construction, completed in FY 2000, <br />consisted of entrance roadway, parking lots, picnic <br />shelters (2), horseshoe, volleyball, and basketball <br />courts, and landscaping. Phase 11 consisted of <br />restrooms, a picnic shelter, trails, utilities and <br />parking, and opened in October 2001. Phase III, <br />being built in FY 2005, consists of pedestrian trails, <br />boardwalks, a playground, open space areas, <br />individual picnic sites, a large group picnic shelter, <br />disk golf course, bocce courts, and parking lots. <br />Collaborating with the City of Kannapolis, Cabarrus <br />County was awarded a matching grant from the State <br />of North Carolina for this phase. The original park <br />concept consists of six phases. The plans for Phase <br />iV, scheduied for FY 2012 or beyond, include nature <br />walking trails and pedestrian bridges. Phase III in <br />2006 will not require additional staffing such as park <br />rangers, but will increase the amount of grounds <br />upkeep by General Services —which will be absorbed <br />with current staffing, As the facilities age, there will <br />be more repairs and maintenance. <br />Southeast Cabarrus Community Park <br />Recognizing that there is no publicly oironed park <br />land within tiro Southwest Cabarrus County area, this <br />plan proposes a community park to „bc completed in <br />62 <br />Attachment number 1 <br />F -3 Page 135 <br />
