<br />Duke Energy has requested right -of -way to install new power lines off
<br />Harris Road at the Moss Creek development. The right -of -way will cross
<br />County property at the front of Harris Middle School and a future elementary
<br />site. All of the right -of -way is within a required set back area and will
<br />not negatively affect either site. The new power lines will be installed
<br />underground and any additional cost incurred will be covered by J & B
<br />Development.
<br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth
<br />and unanimously carried, the Board approved the granting of a right -of -way to
<br />Duke Energy (Project No. 289251) for an underground extension of electrical
<br />facilities on property described as Deed Book 3159, page 061, Tax Reference
<br />4681 -15 -7264 and authorized Chairman Freeman to execute the Right of Way
<br />Agreement on behalf of Cabarrus County.
<br />(E -14) Approval of Contract with Canteen Corporation for the Congregate
<br />Nutrition Program (LunchPlus Club)
<br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth
<br />and unanimously carried, the Board approved the Contract for Food Services
<br />between Cabarrus County Department of Aging and Canteen Vending Services for
<br />the congregate meal program (LunchPlus Club) for the period beginning July 1,
<br />2003 through June 30, 2004, at a unit price of $3.48 per meal plus applicable
<br />sales tax. Further, the Board authorized the Chairman to execute the
<br />contract on behalf of Cabarrus County.
<br />(E -15) Approval of Revised Technology Appropriate Use Policy
<br />On January 17, 2001, the Board of Commissioners approved the Cabarrus
<br />County Technology Appropriate Use Policy. The proposed revision with minor
<br />changes updates and clarifies the original policy.
<br />UPON MOTION of Commissioner privette, seconded by Commissioner Carruth
<br />and unanimously carried, the Board adopted the following revised Cabarrus
<br />County Technology Appropriate Use Policy.
<br />CABARRUS COUNTY
<br />TECHNOLOGY APPROPRIATE USE POLICY
<br />PURPOSE: This policy covers the use of all technology resources belonging to
<br />Cabarrus County, whether individually controlled or shared, stand alone or
<br />networked. It includes, but is not limited to pagers, radios, all computer
<br />systems of any size and function and their attached peripherals, telephones,
<br />cellular phones, faxes, voice mail systems, e-mail systems, network resources
<br />and Internet resources. All technology resources owned by Cabarrus County
<br />are in place to enable the County to provide its services in a timely and
<br />efficient manner. This is the primary function of these resources and any
<br />activity or action that interferes with this purpose is prohibited. Ethical
<br />and legal standards that apply to information technology resources derive
<br />directly from standards of common sense and common courtesy that apply to the
<br />use of any shared resource. Because technology systems are constantly
<br />evolving, Cabarrus County requires its employees to use a common sense
<br />approach to the rules set forth below, complying not only with the letter,
<br />but also the spirit, of this policy.
<br />POLICY:
<br />Information Access and Ownership: All technology resources and all
<br />information transmitted by, received from, or stored on Cabarrus County
<br />systems are the property of Cabarrus County and as such, are subject to
<br />inspection by County officials. The County reserves the right for business
<br />purposes to retrieve, review, analyze, and monitor the information on all
<br />systems, including voice mail, electronic mail, and information stored on
<br />computer systems or media, without advance notice. This might include, but
<br />is not limited to, investigating theft, unauthorized disclosure of
<br />confidential business or proprietary information, personal abuse of the
<br />system, or monitoring workflow and productivity.
<br />Anytime information is transmitted through electronic media, there is the
<br />possibility that it could be intercepted. Therefore, careful consideration
<br />should be given, and caution exercised when transmitting confidential
<br />information. At no time is any County confidential information to be
<br />electronically transmitted or otherwise conveyed to any entity outside of
<br />County jurisdiction without the consent of the designated security officer.
<br />If you are uncertain whether information is confidential, err on the side of
<br />caution and obtain the approval of your supervisor or manager before
<br />transmitting.
