Board of County Commissioners <br />March 14, 2012 <br />Chairman Lynn Shue <br />Cabarrus County Board of Education <br />4401 Old Airport Rd. <br />Concord NC 28025 <br />Chairman Shue, <br />The Cabarrus County Board of Commissioners has been advised that the Cabarrus County Board of <br />Education wishes to submit an application for $8,500,550.00 additional QSCB funding. As you are <br />aware, the next commissioner meeting is March 19 which is past the deadline for submittal. As a <br />courtesy, I have spoken individually with each commissioner concerning your request. As such, I was <br />asked to relay commissioner comments to the board of education. <br />1. The Board of Commissioners has not had an opportunity to discuss this request. <br />2. Responding to an emergency request leads to a poor decision making process. <br />3. Through previous communications, the BOE has been informed that funding for 2012 — 2013 will <br />be flat. <br />4. Through previous communications, the BOC has requested that all requests for additional <br />funding only be presented during the county budget process. <br />5. The county's bond council is unavailable this week to verify the details of the request per QSCB <br />guidelines. <br />At this time, in a non - binding consensus, a majority number of the board of commissioners will allow <br />Cabarrus County Schools to submit an application for additional QSCB funding. Please note that this in <br />no way is an assurance that the Board of Commissioners will approve the borrowing of those funds for <br />those projects. The Board of Commissioners will have extensive discussions concerning this request in <br />open regularly scheduled meetings with you and school staff members present to answer any questions. <br />The county bond council must review the request and verify the request to the satisfaction of the <br />commissioners and county staff. <br />Again, so there is no misunderstanding. The Board of Commissioners approves your application <br />submittal; however this action in no way commits the Board of Commissioners to approve funding even <br />in the event the QSCB funding is approved. <br />Sincerely, <br />GL� <br />Elizabeth F.
