2011 End of Year Child Victimization Report to Cabarrus County Commissioners
The Cabarrus Child Victimization Council is comprised of the Community Child
Protection Team and the Child Fatality Prevention Task Force, both of which are
mandated by NC General Statute. The Community Child Protection Team meets
eight times per year and the Child Fatality Task Force meets four times per year;
the December meeting is a joint meeting of the two teams. All meetings are held the
fourth Wednesday of each month at 12:00 noon at the Human Services Auditorium
at the Cabarrus County Department of Social Services.
Margaret M. Cox, a community representative to the COPT, employed by the
Cooperative Christian Ministry, is in her fifth year as chair of this committee.
Felicia A. Wilson, vice -chair of the COPT, employed by Cabarrus/Rowan County
Guardian Ad Litem Program, has served for one year and six months. Suzanne
Knight, BSN, MPH, Clinical Services Practice Manager at the Cabarrus Health
Alliance, chairs the Child Fatality Task Force, and has for a number of years.
Membership
Membership of the CCPT is mandated by law, and our Cabarrus team is very
fortunate to have active participation by every mandated member or their
representative. This is a multi - disciplinary team of DSS staff, our two local school
systems, the health Alliance, our mental health entity, the PBH, the courts, the
Guardian Ad Litem Program, the District Attorney's office, local law enforcement
agencies, a domestic violence agency, Juvenile Justice, the pediatric medical
community, the Child Advocacy Center of Carolinas Medical Center -North East,
Child Care Resources, Cabarrus Partnership for Children, the Concord City
Council, several community agencies that serve families and children, and the
greater community at large.. We are hopeful that we can add a representative from
the Cabarrus County Commission and the DSS Board of Directors within the next
year.
Activities
One of the primary duties of the CCPT is to review cases of child maltreatment
brought by the DSS or any CCPT member. The purpose of the review is to identify
gaps in services and resources in our community and to aid the DSS in their service
delivery to the families receiving child protective and other child welfare services.
The team's task is to make recommendations to the DSS for specific actions that
need to be taken to strengthen the services provided and to advocate in the
community for those services or resources that are missing or there is some barrier
to their being accessed.
In 2011, the team addressed seven different cases and heard up -dates on some of
those seven at subsequent meetings.
