NCWAP <br />03/12 <br />SECTION III. PROGRAM NARRATIVE <br />Needs Assessment, Resource Analysis and Service Plan <br />1. Describe how your agency will identify and recruit applicants for the program from <br />the following demographic groups: <br />a. Elderly -The elderly are recruited through a variety of methods, however <br />the most common contacts are made through the Cabarrus County <br />Department of Aging and the Cabarrus County Department of Social <br />Services. The Planning and Development Services Department works <br />closely with each of these departments. We provide companion programs <br />that are funded through the same sources. Each department is very <br />familiar with our services and make referrals on a regular basis. The <br />Planning and Development Services Department itself has a large pool of <br />clients that fall into this category because Cabarrus County has other <br />programs that only serve those over 60 years of age. During the intake for <br />the Housing and Home Improvement program, clients are asked about <br />energy usage and typical weatherization measures to recruit more clients. <br />b. Disabled - Cabarrus County's Aging and DSS departments are the main <br />source of recruitment for the disabled. We have also begun to make <br />contact with Northeast CMC hospital social workers as well. They have <br />begun making some referrals. Additionally, we have developed a <br />relationship with the NC Disability Rights and Resources Office which is <br />another source of referrals. <br />c. Households with young children - Cabarrus County DSS and the cities of <br />Concord and Kannapolis are the main sources of contact for households <br />with children. We have had occasional contact with school staffs and <br />social workers for Kannapolis and Cabarrus County schools. <br />d. Households with high energy burden- Cabarrus County DSS is our main <br />referral for this type of client because they often are applying for LIHEAP <br />funds. The Cooperative Christian Ministry has also provided referrals for <br />this type of client as they provide crisis funds which are often for energy <br />bills. Finally, Duke Energy and Public Service Gas of North Carolina <br />have made referrals to our program as well. <br />e. Households that are considered high energy users- This type of client most <br />often is referred by the City of Concord or Duke Energy. The City of <br />Concord is an electricity provider and often encounters individuals who <br />have high energy usage and /or water usage. Cooperative Christian <br />Ministries, the Cabarrus County Department of Social Services and the <br />Cabarrus County Department of Aging all make referrals in this area as <br />well. They assist with crisis funds and make referrals for high energy <br />costs. <br />Finally, Cabarrus County has its own cable channel and advertises for the <br />Weatherization program year round.
