10. To be receptive to changes in material and requirements and new <br />products and procedures. <br />C. Departmental Responsibilities <br />The policy of Cabarrus County is that departments will: <br />1. Accept purchasing authorities; <br />2. Put forth an effort in good faith to comply with these policies and <br />established procurement procedures without reservation or evasion; <br />3. Prepare acceptable specifications that define the quantity and quality <br />of goods and services needed to perform a specific function without <br />undue influence or personal preference; <br />4. Allow the time necessary for Purchasing to select a vendor and for the <br />vendor to deliver; <br />5. Receive and inspect items delivered and report vendor performance <br />good or bad; <br />6. Cooperative with Purchasing in the process of fulfilling departmental <br />requisitions; and, <br />7. Work with Purchasing to promote good will between the County and its <br />vendors. <br />D. Purchasing Functions for County Departments <br />1. Initial a purchase requisition to purchase specified supplies, materials, <br />and equipment; <br />2. Determine needed quantity and general type or character of supplies, <br />materials, and equipment; and, date by which the delivery is required; <br />3. Anticipate the needs in advance and initiate requisitions allowing <br />adequate time for the process; <br />4. Refuse to accept any shipment or delivery that fails to meet the terms <br />of the purchase; <br />5. Report any failure to deliver by the designated time to Purchasing; <br />6. Make all emergency purchases through Purchasing normal business <br />hours whenever possible; <br />7. Advise the Purchasing Agent of any change in plans or programs that <br />may affect the purchase or use of supplies, materials or equipment; <br />and, <br />Page 12 of 48 <br />Attachment number 1 <br />F -6 Page 84 <br />
