Article 3 <br />ETHICS IN COUNTY CONTRACTING <br />Ethics Statement <br />"The Purchasing staff is governed by the highest ideals of honor and integrity in all <br />public and professional relationships in order to merit the respect and inspire the <br />confidence of Cabarrus County and the public we serve." <br />I. ETHICAL CONDUCT <br />The policies of Cabarrus County require that all business shall be transacted in <br />compliance with law and shall be conducted in conformance to the highest ethical <br />standards. The proper operation of government requires that public employees be <br />independent, impartial, and responsible to the citizens, and that the public positions <br />not be used for personal gain. <br />II. CONFLICT OF INTEREST <br />The policies of Cabarrus County prohibit business transactions with their respective <br />officials and employees, either directly or indirectly. This policy is fully applicable to <br />the Purchasing Office. NCGS § 14 -234 makes it a misdemeanor for a public official <br />to benefit from contracts with the unit for which he /she works or represents. <br />III. EQUAL OPPORTUNITY <br />It is the policy of Cabarrus County to: (1) provide minorities equal opportunity to <br />participate in all aspects of the County contracting and purchasing program, <br />including but not limited to, participation in procurement contracts, professional and <br />other services contracts, ad construction contracts; (2) prohibit discrimination <br />against any person or business in pursuit of these opportunities on the basis of race, <br />color, sex, religion, disability or national origin, and to conduct its contracting and <br />purchasing programs so as to prevent any discrimination and to resolve all claims of <br />such discrimination. <br />Page 14 of 48 <br />Attachment number 1 <br />F -6 Page 86 <br />
