Cabarrus County Solid Waste Management Plan 2012 <br />12022 <br />6. h. 1. MSW Disposal <br />Current: <br />Under a County Franchise Agreement, final disposal for MSW from the residential sources of <br />the municipalities, unincorporated areas, and the convenience center is at Republic's Charlotte <br />Motor Speedway landfill (CMS) in Concord. While current discussions on a new Franchise <br />Agreement are taking place, it is anticipated that MSW will likely continue to be disposed at the <br />CMS landfill through the next Solid Waste Management Plan Update. Based on the average <br />tons of MSW disposed per year, the CMS landfill currently has approximately 19 years of <br />capacity remaining as of FY 2011. <br />Intended Actions: <br />Cabarrus County <br />Negotiate a new franchise agreement with Republic Services for use of the CMS landfill <br />6. h. 2. C &D Disposal <br />Current: <br />There are currently two permitted and active C &D landfills in Cabarrus County: Highway 49 <br />C &D Landfill and Recycling and the Cabarrus County C &D landfill. Cabarrus County is weighing <br />whether to make another expansion or to close its facility. At the current rates of disposal, the <br />facility will reach capacity mid to late 2013. <br />Intended Actions: <br />Cabarrus County: <br />• Evaluate expansion or closure of the County's C &D Landfill <br />6. h. 3. Land Clearing and Inert Debris Disposal <br />Current: <br />North Carolina solid waste regulations preclude disposal of land clearing and inert debris <br />(LCID), including yard waste, in sanitary landfills. Management and disposal options for LCID <br />include processing at compost/yard waste facilities or placement in LCID or C &D landfills.
