Cabarrus County Zoning Ordinance <br />Chapter 8- Conditional Uses <br />the yard area. Also, all permanent roads located within three hundred (300) feet of <br />residentially zoned land shall be treated the same. <br />e. Roads other than permanent roads shall be treated with dust inhibitors, as <br />specified in the operations plan, to reduce and minimize dust generation from road <br />surfaces from either wind or vehicular action. Properly operated water wagons <br />shall be an acceptable method of dust inhibition. <br />f. Where the proposed extraction shall take place within three hundred (300) feet <br />of a dwelling, school, church, hospital, commercial or industrial building, <br />public building, or public land, a security fence at least six (6) feet high shall be <br />installed. <br />g. Spoil piles and other accumulations of by- products shall not be created to a height <br />more than forty (40) feet above the original contour and shall be so graded that <br />the vertical slope shall not exceed the material's natural angle of repose. <br />h. The operations plan and rehabilitation plan shall be coordinated so that the amount <br />of disturbed land is kept to the absolute minimum consonant with good practices <br />and so that rehabilitation proceeds simultaneous with extraction. <br />i. The facility is required to implement Level Two buffering about the perimeter. See <br />Chapter Nine , Landscaping and Buffer Requirements. <br />The Planning and Zoning Commission shall require a performance guarantee, in a form <br />approved by the County Attorney, to insure that the provisions of the rehabilitation plan <br />are met. The amount of such guarantee shall cover the cost of rehabilitation. The <br />applicant's engineer shall certify �o the County the costs of rehabilitation on a per acre <br />basis. Landfill, Sanitary or Landfill, Demolition -One Acre or More <br />Agricultural /Open, Limited Industrial and General Industrial districts <br />The following additional items shall be included on the site plan: <br />a. Extent of area to be filled. <br />b. Location, width and elevation of all easements and rights -of -way within or adjacent <br />to extraction site. <br />c. Location of all existing or proposed structures on site. <br />d. Location of all areas on the site subject to flood hazard or inundation. <br />e. Location of all water courses on the site, including direction of flow and normal <br />fluctuation of flow. <br />f. Existing topography at a contour interval of two feet, based on mean sea level <br />datum. <br />g. Typical cross sections showing extent of overburden, extent of fill and water table <br />elevation, based on mean sea level datum. <br />h.
