1. To participate as a member of the CONNECT Consortium in the development of the "CONNECT Our <br />Future" Regional Strategic Framework (the Framework) incorporating regional and local plans to <br />support vital communities, economic growth, improved quality of life and environment, and efficient <br />public investments, with funding provided in part from a Program grant (the Grant); <br />2. As a Consortium member, to engage in review of work products, reports, data, proposed strategies and <br />implementation approaches, and to actively engage with fellow Consortium members in collaborative <br />approaches to problem - solving the challenges, barriers, and opportunities faced by the region and by <br />communities within the region; <br />3. To affirm the goals, principles, and participatory and functional structure for accomplishing the work of <br />"CONNECT Our Future" as outlined in Exhibit A, attached and incorporated herein by reference; <br />4. To appoint one policy -level representative (elected official /CEO/board member) and named altemate(s) <br />to the Consortium's Policy Forum, and one staff representative and named alternate(s) empowered to <br />speak at the staff level to the Consortium's Program Forum (as defined on Page A -3 of Exhibit A) to <br />represent the perspective of Cabarrus County at meetings of the Consortium, ensuring that the interests, <br />needs, and plans of Cabarrus County are included; and to notify the CCOG of any changes in <br />representation; <br />5. If requested, to appoint a policy -level representative to the CONNECT Council (as defined on Page A -3 <br />of Exhibit A). <br />6. To have representation and participation in Consortium Program and Support Teams (as defined on <br />pages A -2 and A -3 of Exhibit A) appropriate to Cabarrus County's mission; <br />7. To communicate with Cabarrus County's staff /residents /members the work of the Consortium, and to <br />assist the Consortium with outreach to them and to persons who typically do not participate in <br />community planning processes, so that they may be included in public and community engagement <br />activities for community problem - solving and to develop the Framework; <br />8. To provide any staff support, meeting space, or other in -kind or cash assistance that Cabarrus County <br />may elect to provide to this effort, it being understood that participation as a Consortium member does <br />not preclude Cabarrus County from potential eligibility as a subgrantee or subcontractor to the <br />Consortium pursuant to the Grant; <br />9. To share relevant data, maps, plans, and successes with other Consortium members to promote mutual <br />understanding of the issues and capacity - building among all Consortium members; <br />10. To recognize CCOG as a CONNECT Consortium member with full voice at all Consortium meetings; <br />and <br />11. To recognize CCOG as Lead Applicant and Project Manager, and CRCOG as Lead Partner for the Grant <br />solely as a benefit and convenience to Cabarrus County and not to hold either CCOG or CRCOG liable <br />in any manner in such capacity. <br />AND FURTHERMORE, the CCOG agrees, on its own behalf, as a member of the CONNECT Consortium, <br />to abide by the immediately preceding 11 membership obligations. <br />AND FURTHERMORE, the CCOG agrees to confer, either directly for entities in North Carolina, or <br />through its Lead Partner CRCOG in South Carolina, the following benefits of participation in the CONNECT <br />Consortium: <br />1.
