grant funds, federal funding for Medicaid and Health Choice, and all other public <br />funding sources. The Community Oversight Board (COB) is part of Cardinal <br />Innovations Healthcare Solutions' governance structure. The COB consists of <br />three (3) members from each County, appointed by each County's Board of <br />Commissioners, and will include a County Commissioner or designee, a <br />consumer or family member, and another citizen or stakeholder; and one (1) <br />member from the Local Consumer and Family Advisory Committee, either the <br />Chair or other elected official. Appointments are for terms of three years. <br />CONCORD PLANNING AND ZONING COMMISSION <br />The Commission guides, reviews and regulates land developments within and <br />around the boundaries of the City of Concord. The County Commissioners <br />appoint one member who resides in Concord's extraterritorial jurisdiction area for <br />a term of three years. <br />HARRISBURG FIRE ADVISORY BOARD <br />The Harrisburg Fire Advisory Board advises the Town Council, Town <br />Administrator and the Fire Chief on matters of policy, administration and <br />operations. The board tracks the progress of the Harrisburg Fire Department's <br />key objectives as outlined in the annual report, reviews the Department's By- <br />Laws on an annual basis, and recommends changes to the Town Council for <br />final approval. <br />INDUSTRIAL FACILITIES AND POLLUTION CONTROL FINANCING AUTHORITY <br />This authority provides for the issuance of revenue bonds to aid in financing (1) <br />industrial and manufacturing facilities which provide job opportunities or better <br />ways to help alleviate unemployment and raise below- average manufacturing <br />wages and (2) pollution control facilities for industries. The 7- member authority <br />meets as needed. Appointments are for terms of six years. <br />JUVENILE CRIME PREVENTION COUNCIL <br />The council plans for the needs of adjudicated and at -risk youth and assesses <br />the need for delinquency treatment and prevention services in Cabarrus County. <br />The 25- member council is made up of a variety of judicial and public agency <br />representatives as well as seven at -large members. Appointments are for terms <br />of two years. <br />NURSING HOME COMMUNITY ADVISORY COMMITTEE <br />This committee seeks to maintain the intent of the Nursing Home Residents Bill <br />of Rights for those persons residing in nursing homes, works to ensure <br />appropriate conditions within the nursing homes and promotes community <br />involvement with those homes. Members cannot be employed by a nursing <br />home nor have any financial interest, directly or indirectly, in a nursing home. <br />Also, no immediate family of a nursing home resident in Cabarrus County can <br />serve on the committee.
